Recently, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) jointly issued the 15th Five-Year Plan for Renewable Energy Development. Among its contents, promoting the well-regulated and orderly construction of offshore wind power and accelerating the large-scale development and utilization of marine energy are included as important parts of “expanding renewable energy power supply.” The specific contents are as follows:

Continue to accelerate nearshore offshore wind power construction. Accelerate the construction of provincial offshore wind power projects that have received official replies. Carry out a new round of revision and assessment of provincial offshore wind power plans. Optimize submarine cable routes for nearshore offshore wind power.

Vigorously advance the layout and construction of deep-sea and far-offshore offshore wind power bases. Establish a project pool for deep-sea and far-offshore offshore wind power bases, ensure coordination of sea use and other elements, and promote the well-regulated and orderly construction of base projects in batches. Coordinate the planning and construction of power source and grid projects, and promote the intensive and shared use of submarine transmission corridors and landing points.

Promote the integrated development of offshore wind power. Promote the integrated development and utilization of offshore wind power with offshore photovoltaics, marine energy, and other resources. Encourage the integrated development of offshore wind power with offshore oil and gas, seawater desalination, marine ranching, subsea computing, and other business forms. Promote the integrated construction of offshore wind power with marine observation, ecological monitoring, seismic monitoring, and other facilities. Explore the construction of offshore energy islands and create a new model for the comprehensive development and efficient utilization of offshore green energy.

Accelerate the large-scale development and utilization of marine energy. Promote the large-scale utilization of tidal current energy, wave energy, ocean thermal energy, and other marine energy according to local conditions, and continuously expand engineering pilots. Promote the multi-energy complementary development of marine energy and guide the integration of marine energy with related marine projects. By 2030, the national installed capacity of marine energy will strive to reach 400,000 kilowatts (400 MW).
